TAMPA — Wallace Hargrove was eating at his breakfast bar Wednesday afternoon when his landlord came crashing through a wall of the Osborne Avenue house, propelled by a runaway sport-utility vehicle.

“It was like a nightmare,” Hargrove, 49, said. “It seemed like a bomb went off.”
